New CLG guidance - radical changes for Data Gatherers

The CLG have issued a letter that outlines proposed amendments to their guidance on the role of Data Gatherers. Although the department are inviting comments, it seems likely that these changes will be confirmed in the near future. In summary, with reference to Data Gatherers for level 3 non-dwelling EPCs, the changes with the most impact include:

• Data Gatherers are not permitted for level 3 non dwelling EPCs;
• Energy Assessors must visit the building and provide an "affirmation" that this visit has taken place;
• any Energy Assessor breaching the new rules will be suspended.

The only time that Data Gatherers can be used are during level 4 and level 5 EPCs. In those circumstances, the Data Gatherers must be:

• a qualified Energy Assessor to level 3;
• employees of the same organisation as the Energy Assessor;
• supervised by the Energy Assessor who must be accredited under ISO 9001.

These new amendments have effectively abolished the use of Data Gatherers at level 3. We designed our modular training course to allow people to progress through the training and qualification process in manageable stages using the CLG's own guidance documents and in consultation with an accreditation scheme. As with previous initiatives, the CLG now proposes to change these rules. As a consequence, we are amending our level 3 training course to suit the needs of qualified Energy Assessors only. We will publish our revised course brochure for Energy Assessors shortly.
